Thank you for your question. After consulting our product development department (who creates all of our products), here is what I found. First, the varnish is used after you are finished to seal the finished surface and protect it from weather, sunlight, etc. You should use a clear varnish. These products can be found in most hardware stores, usually in the paint section. There are many that are suitable for this application.
Second, you can use just about any kind of glue to stick the gems on your pots. You can try Milestones Mosaic Glue, which is designed for this purpose, or any sort of craft glue. In the end, it is the grout that ultimately holds the gems in place, so the glue needs to be at least strong enough to hold the gems while the grout is applied. For your purposes, I would recommend something that dries fairly quickly.
