Attached are images a very cool mosaic mannequin created by one of our talented customers:

Dear Milestones,

Attached is the mannequin pictures I promised. I thought I might share the story of the Mannequin with you.

My mother had a spinal tumor two years ago and after two years of radiation and surgeries the tumor was completely removed. The  only problem was the tumor was in her neck and after the last surgery she had no mobility from the neck down. We were told she would never walk or use her hands again. Though painfully rehabilitation she was finally able to walk but could still not use her hands. We came up with the idea that doing mosaics would be great rehabilitation exercises for her hands. So Ruby Dale (that the mannequins name) was born. So between my mother my two younger sisters and myself we rehabilitated my mothers hands with the mosaics.

Great lookin crafty! all dressed like ... stylin...

 I have just picked up an older mannequine  {i believe } , it is metal  {not sure what exactly } and has been painted for in store use...with beautifull painted on eyes and lips.
 
I would lov to  dress her in tiles... My # 1 question is ... would you suggest any suface preperation before I start to apply tile Huh and any other helpfull hints would be welcome .And or where to look for such info

It's probably not necessary to do any major surface preparation - cleaning it with some household cleaner and a towel is probably enough.  As long as whatever glue you use is rated to adhere to the surface material, you should be fine.
